Rail Industry Threat Advisory System

The Rail Industry Threat Advisory System is not linked directly to either of the federal systems, but is based on independent threshold criteria contained in the Railroad Security Plan. The decision to change threat levels within this system is decided jointly by executives of the Class I Railroads based on receipt of credible intelligence information from national security agencies.

Alert Level 1 ? ?New? normal day-to-day operations: Corresponds to a general non-specific threat of possible terrorist activity but warrants only a routine security posture.

Alert Level 2 ? Heightened security awareness: Corresponds to a general non-specific threat of possible terrorist activity involving railroad industry personnel and facilities.

Alert Level 3 ? Credible threat of attack: Corresponds to an increased, credible and more specific threat of terrorist activity against railroad personnel and facilities.

Alert Level 4 ? Confirmed threat of attack: A confirmed threat against the railroad industry exists, an actual attack against the railroad industry has occurred, an attack in North America causing mass casualties has occurred, or other imminent actions create grave concerns about the safety of railroad operations.
