Did you know that Federal law requires that railroad employees involved in the transport of hazmat be trained in its safe handling every three years? This seminar has been designed to increase your knowledge on the special requirements of handling Hazardous materials in Transportation. Conducted by FRA Staff Director William Schoonover, this course will consist of awareness and general safety, tank car 101, hazard communications, markings, labeling and other function specific points of this discipline. There will also be a presentation on storage in transit, or storage of hazardous material on leased tracks. The session will review areas such as HazMat incident statistics, incident reporting requirements, DOT special permits and FRA movement approvals, and shipper responsibilities. You'll learn the fundamental HazMat requirements including DOT registration, training, and recordkeeping requirements. Mr. Schoonover will review and then quiz the group on HazMat communications during transportation, including shipping papers and emergency response, EDI, placarding, labels, and markings. The final module will cover carriage by rail (Part 174), outlining the carrier responsibilities and the handling of HazMat packaging. Additionally, the group will review the various Tank Car types and non-accident releases (NARs) and their causes.
As this training will count as the triennial training requirement, which is outlined in 49 CFR, there will be a test administered at the end and a certificate will be given to those who successfully pass this course. The class will start Sunday morning at 8:00am and will conclude at noon on Monday. Attendees are welcome to participate in the opening reception in the exhibit hall Sunday evening and breakfast and lunch in the Exhibit Hall on Monday.

TRACK SAFETY STANDARDS W/CONTINUOUS WELDED RAIL TRAINING SEMINAR Sunday, May 2: 8:00am - 4:00pm; Monday, May 3: 8:00am - noon $199 per person or $49 as add-on to full registration
Led by Staff Director For Track in FRA's Office of Safety, Kenneth Rusk, Sunday's training will cover the minimum safety requirements for railroad track that is part of the general system of transportation. This seminar is designed to teach the Track Safety Standards49 CFR part 213, while recognizing the special needs of short lines and contractors and will outline the responsibilities and qualifications required for compliance with FRA regulations and especially the new regulations concerning the installation, maintenance, and repair of continuous welded rail. Also this day and a half seminar will cover the responsibilities of supervisory personnel who oversee the inspections and maintenance of railroad track.
In this session, attendees will go over the particular aspects of the right of way and the areas immediately adjacent to it. Areas of focus will cover the track structure, including ties, tie plates, ballast, bars spikes, and clips. You will gain an understanding of the various types and frequency of inspections on conventional bolted rail or continuous welded rail. Corrective actions and preventive maintenance will be covered for both types of track structures.
Special emphasis is placed on: Excepted Track; Drainage; Defective Ties; Vegetation; Gage; Curve Theory; Rail & Joint Bar Defects; and Turnout Inspections
Monday's session will cover the FRA Regulations requiring that railroads with Continuous Welded Rail (CWR) have written procedures which address the installation, adjustment, maintenance, and replacement of CWR. Additionally, a training program must be in place to instruct employees on these procedures. Mr. Rusk will provide guidance to help members to comply with this regulation.
