The following message is addressed to the short line and regional railroads of Pennsylvania from the Southwestern Pennsylvania Commission:
The Commonwealth of Pennsylvania provides financial assistance to railroads operating in the state through two funding programs, the Rail Freight Assistance Program (RFAP) and the Rail Transportation Assistance Program (Rail TAP). The Rail TAP program is currently accepting applications for funding, now through Friday Noon, February 12, 2010.
Rail TAP, otherwise known as Capital Budget, is available to those having a line item in the current Capital Budget Bill. For those who do not have a line item, you should contact your local state representative or state senator to secure a line item. The project can be funded up to 70 percent of the total project costs, not to exceed the amount of the line item. The final grant award will be based upon actual bid costs or agreed upon prices if work is to be performed by your own labor forces.
More information on the PennDOT rail freight assistance grant programs is available at http://www.dot.state.pa.us/Internet/Bureaus/pdBRF.nsf/RailFreightHomepage?openframeset&Frame=main&src=infoGrantProgram?readform.
