Advanced DSLE and Labor Relations Training

ASLRRA has partnered with the Iowa Northern Railway to develop this comprehensive Advanced Designated Supervisor of Locomotive Engineer (DSLE) and Labor Relations Training Seminar. This three-day seminar is intended to provide railroad managers with training on a complex regulation that they address daily.

Day one of the seminar will focus on Designated Supervisor of Locomotive Engineer (DSLE) responsibilities and the application and administration of 49 CFR Part 240. For many railroads, the DSLE also manages the Conductor Certification program under 49 CFR Part 242. In many aspects, Part 240 and Part 242 mirror each other. Similarities and differences will be addressed in this section.

Day two will focus on locomotive event recorder operation and data analysis. This section will provide supervisors with a working knowledge of the event recorder on-board and playback components. It will allow managers to increase their skills and competencies in conducting event recorder analysis as well as development of formal data custody and retention programs.

Day three will focus on labor relations and human resources topics. Specifically, this portion of the seminar will help managers gain a basic understanding of the Railway Labor Act. This section will outline the essential components of the discipline process and will provide managers with valuable knowledge on how to conduct an effective formal hearing.

A block of rooms has been set aside at the recently built Holiday Inn & Suites at 7400 Hudson Road in Cedar Falls, IA. The hotel will provide shuttle service to and from Waterloo Airport as well as to local dining. Please use this link to book a room at the negotiated rate.

Training will take place Tuesday – Thursday (8:00 am – 5:00 pm) at Iowa Northern Railway’s Training Center located at 201 Tower Park Drive, Suite 300, in Waterloo, Iowa. We recommend travel on Monday and Friday. An evening flight on Thursday could also work.

Waterloo, IA is served by the Waterloo Regional airport (ALO) and is within an hour’s drive of the Eastern Iowa airport in Cedar Rapids (CID).
